Cause: Node VIPs were found to be not active on the network after Clusterware installation.
Action: Please run the command 'srvctl start nodeapps' to bring up VIPs

PRVF-10210：在安装Clusterware之后，VIP“{0}”不活动,
.原因： Clusterware安装后，在网络上发现节点VIP未处于活动状态。,
.操作：请运行命令“srvctl start nodeapps”来启动VIP,
