PGU-30014: pgau message file string not found

PGU-30014: pgau message file string not found
Cause: Before complete initialization of LMS functions, the PGAU message file could not be located.
Action: Ensure that the Oracle message file resides in $ORACLE_HOME/pg4appc/mesg directory and is not damaged. Valid fileid's are of the form pguxx.msb where xx is the country code.
